By adopting this approach, Meta intends to loosen constraints on certain discussions deemed mainstream, thereby enhancing the platform's commitment to free expression as outlined by Mark Zuckerberg in his Georgetown speech.

Introduced in 2016, Meta's independent fact-checking initiative sought to combat misinformation by enabling users to discern the credibility of viral content and hoaxes on their own. This was achieved through the insights provided by independent experts, aiming to empower individuals with additional context regarding the information they encountered online.

Meta articulates its belief that transitioning to Community Notes may offer a more effective means of fulfilling its original goal of equipping users with relevant information about their online interactions. This approach is expected to mitigate bias, as it will not involve Meta directly in the writing or selection of Community Notes. Instead, these notes will be generated and rated by users, requiring a consensus among participants with various viewpoints to avoid partial assessments.

The implementation of Community Notes will initially take place in the US, with Meta planning to roll it out gradually over the forthcoming months. The ambition behind this modification is to refine the system continuously throughout the year.
