Rosie O’Donnell’s daughter, Chelsea O’Donnell, was granted supervised visitation with her children after her recent child neglect arrest, In Touch can exclusively report.
According to court documents obtained by In Touch, Chelsea, 27, and the father of three of her four children, Jacob Bourassa, reached a deal.
Per the deal, Chelsea will have at least one period of two hours weekly supervised visitation with her children. Jacob’s mother, Vicki Bourassa, will be at each visit.
“The parties may agree to additional placement and may agree to someone other than Vicki Bourassa acting as the supervisor,” the order read.
As In Touch first reported, Jacob rushed to court on September 19 demanding the custody order in place be modified. Jacob said that he had been awarded custody and placement rights in 2019.
Chelsea and Jacob share three daughters: Skylar Rose, Riley and Avery Lynn. Chelsea had a son named Atlas in October 2023 with her current boyfriend, Jacob Nelund.
Jacob’s motion read, “Since the entry of the last order affecting legal custody and physical placement in this matter there has been a substantial change in circumstances concerning the parties’ minor children.”
“A modification of periods of physical placement in favor of [Jacob] is necessary because the current custodial conditions have the potential of being both physically and emotionally harmful to the best interests of the parties’ minor children,” Jacob’s lawyer said. “It is no longer in the best interests of the parties’ minor children that [Chelsea] have unsupervised placement.”
Jacob asked the court to amend the verbiage in the original order regarding “periods of physical placement to provide that [Jacob] shall have primary physical placement subject to periods of secondary physical placement in favor of [Chelsea,] upon such terms as the court deems appropriate, including at minimum supervised periods of physical placement.”
In his motion, Jacob pointed to Chelsea’s arrest on September 10 on four felony counts of maintaining a drug trafficking place, child neglect, possession of methamphetamine and possession of THC.
The police said they were called out to Chelsea’s home due to an argument with her new boyfriend, Jacob.
Officers found meth on Chelsea and a marijuana pipe on Jacob.
Inside the home, police found Chelsea’s 11-month-old son near a meth pipe and garbage. One officer described the inside of Chelsea’s home as horrific.
He said, “The inside of the home was disgusting; throughout the house I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor.” Another officer described the scene writing, “Inside the bedroom that appeared to be designated as [the child’s] room, there were numerous used hypodermic needles. Several of them were loaded with blood. There were old apples, garbage, random tools, and butane bottles sitting on the floor, all mixed with the clothing belonging to [the child].”
Chelsea was released on bond.
A couple of weeks later, she was arrested after being caught with meth during a traffic stop. Chelsea remained behind bars for nearly a month until she posted $4,000 bond earlier this week. She is scheduled to appear in court next month.
“Sadly, this is not new for our family – Chelsea has struggled with drug addiction for a decade – we are all hopeful she will find her way out of this deadly disease,” Rosie, 62, and her family told In Touch.
