Father of Rosie O’Donnell’s Daughter Chelsea’s Children Rushes to Court After Her Neglect Arrest

The father of three of Rosie O’Donnell’s daughter Chelsea O’Donnell’s kids demanded she be stripped of unsupervised visitations following her recent arrest for child neglect, In Touch can exclusively report.

According to court documents obtained by In Touch, Jacob Bourassa asked the court to modify the current custody arrangement in place.

In the September 19 motion, Jacob explained that he had been awarded custody of their kids in 2019.

Chelsea and Jacob share three daughters: Skylar Rose, Riley and Avery Lynn. Chelsea had a son named Atlas in October 2023 with her current boyfriend, Jacob Nelund.

In his motion, Jacob said “Since the entry of the last order affecting legal custody and physical placement in this matter there has been a substantial change in circumstances concerning the parties’ minor children.”

“A modification of periods of physical placement in favor of [Jacob] is necessary because the current custodial conditions have the potential of being both physically and emotionally harmful to the best interests of the parties’ minor children,” Jacob’s lawyer said. “It is no longer in the best interests of the parties’ minor children that [Chelsea] have unsupervised placement.”

In his filing, Jacob pointed out that Chelsea had been arrested in September on charges of maintaining a drug trafficking place, child neglect, possession of methamphetamine and possession of THC. Jacob asked that the court revise the “periods of physical placement to provide that [Jacob] shall have primary physical placement subject to periods of secondary physical placement in favor of [Chelsea,] upon such terms as the court deems appropriate, including at minimum supervised periods of physical placement.”

A hearing has been set for next month in the case.

As In Touch first reported, on September 10, Chelsea made a call to dispatch where the operator heard her arguing with a man. The police drove out to Chelsea’s Wisconsin home. According to a police report, obtained by In Touch officers arrived to find Chelsea with “dilated” pupils.

Police said Chelsea told them everything was fine, and they weren’t needed.

During a search, cops found a meth pipe with meth residue on Chelsea. They later found meth on her. Chelsea told the police her boyfriend Jacob was inside the home with their 11-month-old.

Police found a marijuana pipe on Jacob. The officers then went inside the home. One officer described the inside as “disgusting.”

One officer wrote, “The inside of the home was disgusting; throughout the house I saw rotten food, dirty moldy dishes, milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor.” He added, “The living conditions in the house were horrible.”

Police found drugs, hypodermic needles and razor blades throughout the home.

Another officer described the scene writing, “Inside the bedroom that appeared to be designated as [the child’s] room, there were numerous used hypodermic needles. Several of them were loaded with blood. There were old apples, garbage, random tools, and butane bottles sitting on the floor, all mixed with the clothing belonging to [the child].”

During the home search, officers also found a meth bong and meth pipe “that a small child could have easily grabbed.”

The baby was found near a meth pipe and garbage, according to the report.

Chelsea was released on bond. A couple of weeks later, she was arrested a second time after cops found meth on her following a traffic stop. Rosie’s daughter has yet to post bond and remains behind bars.

“Sadly, this is not new for our family – Chelsea has struggled with drug addiction for a decade – we are all hopeful she will find her way out of this deadly disease,” Rosie and her family told In Touch. Rosie and her ex-wife Kelli Carpenter adopted Chelsea as a baby.
